conducted by Morning Consult on Friday and Saturday.

40 percent, the poll shows.

CLINTON LEADS 4% IN FINAL CBS TRACKER:
With just one day left in the 2016 presidential race, Hillary Clinton
holds a four-point lead over Donald Trump nationally, 45 percent – 41
percent — similar to last week. Few voters say their minds could change
(CBS News).

FIVETHIRTYEIGHT SAYS CLINTON ’NOT TERRIBLY SAFE’: Hillary Clinton is one state away from losing the presidential election, FiveThirtyEight’s Nate Silver said Sunday (The Hill).
While the Democratic presidential nominee has a 65.7 percent chance of
winning the presidency on Tuesday, she is not “in a terribly safe
position,” the pollster said on ABC’s “This Week.”

HPI FINAL FORECAST LATER THIS MORNING: Howey Politics Indiana
will publish our final forecast late this morning. Then check out our
podcast at 2 this afternoon on Facebook Live. We moved a special Sunday HPI Daily Wire around 7:45 yesterday morning.

COMEY CLEARS CLINTON IN WEINER EMAILS:
The F.B.I. director, James B. Comey, told Congress on Sunday that he
had seen no evidence in a recently discovered trove of emails to change
his conclusion that Hillary Clinton should face no charges over her
handling of classified information (New York Times). Mr. Comey’s
announcement, just two days before the election, was an effort to clear
the cloud of suspicion he had publicly placed over her campaign late
last month when he alerted Congress that the F.B.I. would examine the
emails.

TRUMP CALLS FOR VOTERS TO ‘DELIVER JUSTICE’:
Donald Trump urged voters Sunday to “deliver justice at the ballot box”
on Election Day, hours after the FBI announced that its review of newly
discovered emails did not change its earlier conclusion to not
recommend charges against Hillary Clinton (CNN).

PENCE SAYS CAMPAIGN WILL ACCEPT ‘CLEAR OUTCOME’:
In an interview aired on “Fox News Sunday,” Indiana Gov. Mike Pence,
the Republican vice-presidential nominee, again asserted something that
the man at the top of his party’s ticket, Donald Trump, has rendered
less than clear (Washington Post). Pence told “Fox News Sunday
host Chris Wallace that the Trump campaign will “accept a clear
election outcome” but will pursue any legal remedies necessary short of
that standard.

ANXIOUS, TWITTERLESS TRUMP SEEKS ASSURANCE, VENGEANCE:
Donald J. Trump is not sleeping much these days. Aboard his gold-plated
jumbo jet, the Republican nominee does not like to rest or be alone
with his thoughts, insisting that aides stay up and keep talking to him.
He prefers the soothing, whispery voice of his son-in-law (New York Times).
He is struggling to suppress his bottomless need
for attention. Mr. Trump still
privately muses about all the ways he will punish his enemies after
Election Day, including a threat to fund a “super PAC” with vengeance as
its core mission.

SENATE RACE CAST AS BELLWETHER:
Speaking yesterday on CBS’ “Face The Nation,” Amy Walter of the Cook
Political Report said she believes the U.S. Senate race here could be a
bellwether (Everett & Bade, Politico). Democrats are fretting
about former Sen. Evan Bayh, whose lead has evaporated [he now trails
46-41% to Republican Todd Young in the WTHR/Howey Politics Indiana Poll]. “If a Democrat wins there, it’s probably a sign that they’re going to get a big number of seats,” Walter said.

HPI DAILY ANALYSIS:
The two FBI bombshells from Director James Comey have contorted the
presidential campaign during the crucial homestetch, unhinging scores of
voters, the down ballot impacts of which we have witnessed in our WTHR/Howey Politics Indiana Poll
last Friday. That Comey would drop his October bombshell on a bad news
dump Friday that allowed people to stew over a weekend, then releasing
the second one on a Sunday afternoon before the election is simply
misconduct unlike anything we’ve ever seen out of the FBI. There are now
too many swing states in the final tossup zone, the volatility over the
last two weeks have been as wild as Donald Trump’s own mood and
temperament. Millions of Americans and Hoosiers are going to enter the
polling both with a less than logical or rational mindset than in any
election I’ve ever witnessed. Throw in the potential for a Russian hack
on media vote tabulation systems or a lone wolf terror attack and this
is a potential recipe for political chaos. – Brian A. Howey
